He will also be joined by Dr. Ben Shenglin, Professor and Dean at ZIBS, and Paul Schulte, Professor of Practice at ZIBS, as discussants.

About the Speaker

Richard Teng
Chief Executive Officer

Abu Dhabi Global Market

Mr. Richard Teng joined Abu Dhabi Global Market in March 2015 as the CEO of the Financial Services Regulatory Authority. He is responsible for the development and administration of the financial services regulatory and supervisory framework of ADGM to promote a fair, open and transparent financial market. Mr. Teng also oversees the strategic development of financial services offerings and growth of ADGM as an international financial centre.

Under his stewardship, ADGM has become the first jurisdiction in the Middle East and Africa region to develop a Fintech Regulatory Laboratory Framework, becoming a hub to support Fintech stakeholders to develop, test and deploy their product and offerings in am controlled environment. Mr Teng is steering the development of a Fintech ecosystem in Abu Dhabi that fosters financial innovations and supports the needs of Fintech players.

With more than two decades of regulatory leadership and capital markets experience in the financial industry, Mr. Teng joined ADGM from the Singapore Exchange (“SGX”), where he was the Chief Regulatory Officer. He also held several senior appointments at SGX including Senior Vice President, Head of Issuer Regulation and Chief of Staff for Risk Management and Regulation, and Head of Regulation. Prior to SGX, Mr. Teng served as the Director of Corporate Finance Division of the Monetary Authority of Singapore and was in charge of the financial centre development from MAS New York office between 2000 and 2002.

Mr. Teng holds a Masters (Distinction) in Applied Finance from the University of Western Sydney, Nepean, Australia, and graduated with First Class Honours in Accountancy from the Nanyang Technological University in Singapore.

Dr. BEN Shenglin

Dr. Ben is the founder and Executive Director (since Jan 2014) of International Monetary Institute (IMI) at Renmin University of China, and a Board Member of IMI’s partnership institution – Sino-German Center of Finance & Economics (SGC) in Goethe University Frankfurt. Dr. Ben is also the founding Dean of Academy of Internet Finance (AIF) at Zhejiang University. Prior to the academic career, Dr. Ben spent 20 years with international financial institutions in various leadership positions including ABN AMRO as Senior Vice President and China Country Head-Working Capital, HSBC as Managing Director and China Country Head of Commercial Bank, and JP Morgan Chase as a member of Global Leadership Team at its Global Corporate Bank and Chief Executive Officer, JP Morgan Chase Bank (China) Co Ltd.

Paul Schulte
Professor of Practice

Founder and Editor, Schulte Research

Paul Schulte is a graduate of Harvard University and the founder of Schulte Research, focused on financial institutions and financial technology. He has spent 3 decades conducting research on financial services, products and institutions and has worked for all 3 branches of US government. In addition to ZIBS, he is currently a Senior fellow at The Singapore University of Social Sciences, Tufts University and a Visiting Scholar at The Hong Kong University of Science and Technology. He has authored hundreds of articles and written 5 books, including the recently published “AI and Quantum Computing for Finance and Insurance.” Since 1990 Paul has worked with leading investment banks from the US, UK, Japan, China & Switzerland and has taught graduate students and executives on 5 continents. He has been a source of expertise for the WSJ, NYT, Bloomberg, Nikkei, FT, Economist, Barron’s and Forbes and his clients include some of the largest sovereign, pension, mutual and hedge funds globally.

Dr. CHEN Hung-Yi

Dr. Chen Hungyi is the Academic Director of MSc Finance Program (iMF) at Zhejiang University International Business School. He was Asia-Pacific Region Manager for the Cambridge Centre for Alternative Finance at University of Cambridge. Hungyi’s research focuses on financial technologies regulation, specifically in crowdfunding, peer-to-peer lending, and online payment. Hungyi holds a Doctor of Laws from Nagoya University.
